About Our Medication-Assisted Treatment Program

Our proprietary medication-assisted treatment program uses a combination of physician consultations and the use of Suboxone (buprenorphine and naloxone), Naltrexone, Vivitrol, and SUBLOCADE injections that are scientifically proven addiction treatment medications. Our suboxone doctors and addiction counselors will evaluate and treat the psychological and physiological causes of substance abuse.

Our addiction treatment programs allow our substance abuse patients to continue life without the opioid cravings and addiction dependency on harmful drugs like painkillers, heroin, and other addictive drugs. Using medications like Vivitrol, Suboxone, Subutex, Zubsolv, Naltrexone and Probuphine implants, and SUBLOCADE allows addiction patients to get their lives back on track starting with their first visit.

Keith Radbill, DO, FAOAAM

Dr. Radbill went to college at Temple University and then medical school at the Philadelphia College of Osteopathic Medicine. He graduated in 1993. He did his residency in Family Medicine at Millcreek Community Hospital in Erie Pennsylvania, where he was also involved with teaching at The Lake Erie College of Osteopathic Medicine. In 1997, Dr. Radbill started working for the University of Pittsburgh Medical Center. While there, he was Chairman of the Department of Family Practice at UPMC Southside Hospital, Medical Director of Hospice Care of Pittsburgh, and a clinical instructor of students at the University of Pittsburgh Medical Center. In 2002, Dr. Radbill moved to South Jersey and started practicing Pain Management with Curamed. He became a Diplomate of the American Academy of Pain Management.. Dr. Radbill has extensive training and experience in cosmetic medicine, being proficient in all injectable procedures such as Dermal Fillers, Botox, Sclerotherapy, and Mesotherapy. He has performed Rejuvenative medical procedures with platelet rich plasma for orthopedic and cosmetic procedures, including hair loss. Dr. Radbill is certified to use and has extensive experience with all types of cosmetic lasers. Dr. Radbill has extensive training in Metabolic Medicine, Weight Management, and Bio-Identical Hormone Replacement Therapy. He is a Certified Biote Medical Practitioner for subcutaneous bioidentical pellet therapy. He is Certified and trained in the following areas: Weight Management and Medical Fitness, Anti-Aging Medicine and Integrative Hormones, EMG/NCV, and Ultrasound Guided Non-Spinal Injections.

In 2013, Dr. Radbill started working in the field of Addiction Medicine and became Board Certified in Addiction Medicine in 2020 and a Fellow of the American Osteopathic Academy of Addiction Medicine in 2022. He is a Subject Matter Expert, writing questions for the AOA Addiction Board Examinations in 2023 and 2024.

Dr. Radbill is a member of the AOA, AOBFP, and The American Osteopathic Association of Addiction Medicine. He is also an avid tennis player and competes in USTA tournaments during the summer. Dr. Radbill lives in Marlton with his wife Denise and their 10 year old daughter, Savannah. He is currently the Medical Director of Outreach Recovery, which has 23 locations in multiple states. He is licensed to practice medicine in the following states:

Baneet Sawhney, DNP, PMHNP-BC, FNP-BC

Dr. Sawhney’s educational journey commenced at Rutgers University, where he earned his bachelor’s degree. He continued his academic pursuit at Rutgers University, attaining a Doctor of Nursing Practice degree. Driven by his passion for healthcare, he then specialized in family medicine, culminating in his graduation in 2020.

In the same year, he embarked on a fulfilling journey by joining an outpatient psychiatry and addictions clinic. This experience ignited his desire to further specialize in the field of psychiatry and addictions. Dr. Sawhney undertook additional studies and fulfilled his residency requirements at the University of Northern Kentucky, dedicating over three years to honing his expertise in psychiatry and addictions.

Within the clinic, Dr. Sawhney assumed a pivotal role as the lead prescriber, overseeing day-to-day medication management for all clinicians. He also served as a valuable resource for addressing medication-related side effects and contraindications. His responsibilities extended to working closely with higher-level-of-care patients transitioning to outpatient care, and he played a vital role in training new prescribing staff.

His extensive experience paved the way for an opportunity at Outreach Recovery, where Dr. Sawhney continues his dedicated work in the field of psychiatry and addictions.

Kelly L Murray

Kelly has been a Physician Associate for 10 years and has worked in Correctional Medicine, Pain Management and Addictions Medicine and Primary Care.

Kelly has been helping her patients on their recovery journey since 2018.

She finds Addiction Medicine to be challenging but very satisfying helping patients into sustained recovery and helping them to get back the things that their addiction took from them.

She has been with Outreach Recovery for the last three years and is the main provider for both the Hagerstown Md office and the Frederick Md. office.

She sees patients via telemedicine at other Md offices as needed.

Kelly also provides patients with primary care at both the Hagerstown and Frederick Md offices if a patient is in need of a primary care provider.

Kelly is a 2009 graduate of Kaplan University with a Bachelor’s in Health Care Management and a 2013 graduate of Lock Haven’s University of Pennsylvania with a Master’s Degree in Physician Assistant Studies.

Mary Jo Cannon MD

Mary Jo Cannon MD began her work in the health care sector as a Candy Striper at Holy Cross Hospital in Silver Spring, Md. In 1964. She thereafter was a Nursing Assistant, Registered Nurse and even rotated through Holy Cross Hospital during her Internship at George Washington University, where she spent time in her Medical Residency Program following graduation from Medical School at UMAB in 1981.

She practiced Emergency Medicine from 1983 to 2000 full time in Hospitals in the State of Maryland, the last 12 years at Cumberland Memorial Hospital. Thereafter she was a Associate Professor of Clinical Medicine and full Professor of Nursing on the Island of St. Kitts in the West Indies until 2012. In 2009, due to a rising problem with drugs in the Federation of St. Kitts and Nevis, she took a sabbatical and earned her Master’s In Addictions Studies from Betty Ford-Hazelden in Minnesota. Upon return to the United States in 2012, she earned her waiver to prescribe Buprenorphine from SAMHSA, and worked under Dr. J Ramsay Farah, the first boarded Addictionologist in the United States, for 18 months learning Addictions Medicine and has practiced Addictions Medicine full time ever since. She is a member of The American Society of Addictions Medicine, The American Association of Addictions Psychiatry, and the Association for Treatment of Opioid Dependence. She is also a Certified Cannabis Clinician since 2017.

Dr. Cannon has for the past three years offered education to the providers at Outreach Recovery to serve to support their work with recovering addicts and alcoholics. She has her Masters in Addictions Studies since 2010, and full time work for over eleven years, providing these services.

Donna Stefanick, LCADC NJ & MD

Donna is the Vice President of Clinical Operations at Outreach Recovery. She joined Outreach as the Vice President of Clinical Operations in 2023. A Licensed Clinical Alcohol and Drug Counselor (LCADC) since 2014, Donna is currently licensed in New Jersey and Maryland. Her career had taken her to residential, outpatient, and Medically Assisted Treatment (MAT). Donna was the Clinical Director of a local Outpatient facility before coming to Outreach.

Donna holds two Master’s degrees; one in Psychology from the University of Phoenix, and one in Human Services Counseling with a focus on Trauma from Liberty University. Donna has a Bachelor’s Degree from the University of Maryland, University College in Management and Technology. Donna is also an Adjunct Professor at Frederick Community College teaching addiction studies courses. Prior to her career in counseling, Donna spent 17 years working for AT&T, Lucent Technologies, and Avaya. Her career included positions as a Finance Manager, IT Manager, and Facility Manager as well as time working on Federal Government contracts in Washington, DC which required her to hold a National Security Clearance.
